L’administration Moïse/Jouthe, le nez dans le guidon du référendum constitutionnel et des nouvelles élections à organiser, octroie 3,1 milliards de gourdes aux « activités électorales » et 500 millions de gourdes de « support aux partis politiques », lit-on dans le « décret » de budget 2020-2021 dont le journal a obtenu copie, le samedi 3 octobre 2020.
Ces allocations pour financer les opérations électorales surviennent dans un contexte où les impôts indirects vont doubler atteignant 89,5 milliards de gourdes contre 49,1 milliards l’exercice précédent, selon les prévisions faites pour asseoir le nouveau budget.
Entre-temps, l’administration Moïse/Jouthe fait le dos rond, avance en dépit de l’avalanche des réactions contre le CEP du 22 septembre, investi sans prêter serment devant la Cour de cassation, sans consensus dans la société haïtienne, avec une mission inconstitutionnelle d’organiser un référendum pour une nouvelle constitution. Pour le moment, des partis politiques alliés et de l’opposition rejettent ce CEP mis en place par l’exécutif.
La plupart des secteurs importants de la société ont boudé ce CEP. « Nous ne voulons pas d’élections ‘’ yon grenn soulye’’ dans le pays. Il y a des doutes, des suspicions sur le Conseil électoral formé de façon unilatérale. Il faut qu’il y ait un minimum de consensus sur la formation du CEP », avait affirmé mercredi à Le Nouvelliste Liné Balthazar, président du PHTK, parti du président Moïse.
« Depuis 30 ans, aucune élection n’a été réalisée dans le pays sans un minimum de consensus sur le Conseil électoral provisoire », avait rappelé M. Balthazar qui s’était également exprimé au nom de certains partis alliés du pouvoir. « Nous sommes très préoccupés par le fait que, dès le départ, le CEP suscite autant de controverses et d’hostilités tant sur sa composition que sur son mandat. C’est le signe d’un malaise et les autorités doivent en tenir compte et créer des conditions politiques pour la tenue d’élections inclusives », avait exhorté Liné Balthazar.
Le président Jovenel Moïse avait déjà gagné les élections avec un CEP qui était hostile au PHTK, avait-t-il rappelé. « Le chef de l’État n’a aucune raison d’avoir peur d’un CEP ouvert, qui inspire confiance à tous les partis avec des personnalités de toutes les tendances afin de rassurer tout le monde de participer aux élections aux côtés de PHTK et d’autres. C’est ce que le PHTK demande », avait soutenu M. Balthazar.
Si les États-Unis disent prendre note de la formation du CEP et attendent le décret et le calendrier électoral, la France a, de son côté, souligné l’importance des élections et évoqué les conditions à l’organisation de celles-ci.
L’ambassade de France, dans un communiqué rendu public jeudi soir, avait indiqué que « l’organisation d’élections libres, démocratiques et transparentes est pour une démocratie une ardente obligation ».
« Sur le chemin de l’organisation de ces élections, un certain nombre de conditions techniques, politiques et sécuritaires doivent être réunies », a poursuivi ce communiqué. Parmi ces conditions, figure « la constitution de listes électorales sincères et exhaustives, encore en cours, qui doit être achevée ».
« Au plan politique, lit-on dans ce communiqué, il convient de construire le consensus le plus large possible ». « Les électeurs doivent être assurés qu’ils pourront émettre un vote libre sans subir la pression de groupes armés illégaux», avait indiqué le communiqué de l’ambassade de France qui intervient dans le sillage de remarques effectuées par l’ambassadeur José Gomez de passage à Jacmel.
